As client lead you will play a key role as the Capital Strategy Officer by ensuring the development of schemes meet the education strategic needs of the department. You will ensure they provide value for money and that there are robust arrangements in place for financial monitoring of expenditure, as part of the Council’s varied and ambitious programme of investment in schools.
You will make the difference by developing and maintaining client relationships liaising with headteachers, governors, property professionals and officers whilst leading in developing systems and processes to promote the good estate management of schools.
Capital Strategy Officer Responsibilities:
On a daily basis you will represent the client and work collaboratively as part of multi-disciplinary team, developing all input and relevant commentary. Covering feasibility plans, options appraisals, coordinating the work of technical, legal and property specialist to enable delivery of sites, land use and disposal and agreeing proposals for commissioning further surveys.
Working collaboratively, you will be required to develop and maintain client relationships across the council, liaising with headteachers, governors and officers as appropriate concerning the educational requirements of projects ensuring these are incorporated to facilitate the successful delivery of educational premises that demonstrate value for money.
You will monitor progress of diverse, complex and high-profile school and early years building projects at various stages of pre-construction and construction and follow-up on issues and risks with technical and specialist colleagues to ensure that projects are delivered to cost, quality and programme.
In the role you will implement a process of monitoring expenditure of all schemes in the capital programme and maintain a strategic overview of all schemes by updating the Delivery Plan of all capital projects.
The postholder will support the Strategic Lead as necessary to develop and implement proposals contained in the Commissioning of Places Strategy and to assess and prepare bids for major projects as opportunities arise.
You will also contribute to programme-wide issues and take forward improvement priorities within the Education, Learning and Skills division, including a self-evaluation of our current processes and
Capital Strategy Officer Requirements:
We require you to have significant operational and management experience within a related specialist field or a relevant property professional qualification, degree or equivalent specialist qualification.
It is essential that you have a good knowledge and understanding of the operation of schools/academies, capital planning and project management. This will require you to have relevant experience in strategic planning management, with the ability to determine priorities, set targets and monitor performance.
You must have strong interpersonal and stakeholder management skills, maintain end user relationships liaising with headteachers, governors. Collaboratively working, as part of multi-disciplinary teams to support the delivery of high-profile projects across the school estate, which includes working in a political environment.
You will need proven ability to manage a small team, motivate staff, meet deadlines and plan workloads
We will require you to have proven financial management and analytical skills, with the ability to understand financial datasets, develop robust monitoring systems ensuring tight control and scrutiny of project expenditure and translate complex information for a non-technical audience.
